The L.C.C., created in 1889, was the first authority to exercise elected authority over the entire metropolitan area of London. A subordinate tier of government was added in 1899 with the creation of 28 metropolitan boroughs. The L.C.C. had responsibility for London's infrastructure, education, city planning and council housing. It was abolished in 1965 on the creation of the Greater London Council.
