Museum curator and director, in London. From 1879 he was an assistant in the British Museum (from 1895 to 1897 working in Athens and Melos); from 1909 to 1924 he was Director of the Victoria and Albert Museum. Knighted in 1909. First named Cecil Smith, he afterwards changed his surname to Harcourt-Smith (incorporating the maiden name of his mother).
