In reply to Kelly's letter of 17 July: no motion about the RA has been tabled in the House [of Commons]. However, on enquiry, he had found that one or two members had tried to enlist the clerks with a view to tabling a question relating to the policy of the Academy: the members were informed that no ministerial responsibility could possibly be involved and that therefore no such question could be received.
