Historical Background
The memorial to the Prince Regent for the admission of engravers as full Academicians was laid before the General Assembly of 30 December 1812 and is quoted in full in the minutes of that meeting, together with the reply of the President and Council in which their appeal was rejected.

Bromley, a candidate for the vacant engraver Associateship, acknowledges that his name had been among those attached to the petition of engravers to the
Prince Regent [of 1812] but denies that he supported the subsequent use of the memorial and additions made to it, which he describes as a "gross deception" brought about by the "intrigues of manufacturing engravers".
