Historical Background
General Assembly first appointed a committee on 3rd June 1799, occasioning a protest from the Council at the their meeting of 18th October. On 11th November the Assembly again appointed a committee, which included none of the Council. It did report to Council at an important stage of deliberations and Council framed changes to the Laws as a consequence, but the committee continued to sit and did not operate to any real degree under the remit of the Council.
